President and CEO
Mr. Blumenstein is President and CEO of The Segal Group, which has 26 offices throughout the U.S. and Canada. The Segal Group’s member firms include Segal Consulting, Sibson Consulting, Segal Marco Advisors and Segal Select Insurance Services. The Segal Group’s professionals are leaders in a wide range of consulting — actuarial, health benefits, human resources, investment, fiduciary insurance, communications, and technology. They are all bound together by a common mission: providing trusted advice that improves lives.
Mr. Blumenstein is responsible for setting short- and long-term strategy for every aspect of the business and leads the group’s Executive Team. In addition, he serves on The Segal Group’s Board of Directors.
Mr. Blumenstein has been with The Segal Group since 1988. He specializes in working with and solving problems for multiemployer and international union health, defined benefit and defined contribution plans, but he has also worked with non-profit single employer plans and public sector plans. As someone who is passionate about the work we do, he continues to serve as the lead consultant to several major clients. Mr. Blumenstein is a frequent speaker at benefits conferences and other industry forums. In addition, he is an author on both health care and retirement benefit topics.
Mr. Blumenstein graduated magna cum laude from the University of Michigan with a BA in Philosophy. He is a committed lifelong learner who has participated in numerous continuing education programs, including courses of study at Harvard and the Center for Creative Leadership.
Senior Vice President and Chief Actuary Emeritus
Mr. Levy is a Senior Vice President in Segal’s Toronto office as well as the firm’s Chief Actuary Emeritus. He has extensive actuarial consulting experience. As the firm’s Industry Group Leader for the Airlines Industry, he constantly monitors relevant legislation, trends, and developments to ensure that Segal’s Airlines clients are prepared and informed.
Mr. Levy is a recognized expert on public employee and multi-employer pension plans, CICA, FASB and IASB accounting for benefit plans, as well as on employee benefits issues related to bankruptcy and adversarial proceedings.
The Financial Services Commission of Ontario (FSCO) appointed Mr. Levy to its Multi-Employer Plans Advisory Committee and Actuarial Advisory Committee. In addition, the Office of the Chief Actuary of Canada appointed Mr. Levy to the Canada Pension Plan Peer Review Panel twice. He is also on the Board of the Multi-Employer Benefits Plan Council of Canada (MEBCO), and chairs its Government Liaison Committee. Mr. Levy chaired the Program Committee for the 2001 National Canadian Pension Actuarial Seminar and chaired the Canadian Institute of Actuaries Task Force on Multi-Employer Pension Plans.
Senior Vice President and Canadian Business Leader
Mr. McNeill is a Senior Vice President and the Canadian Business Leader. He is located in Segal’s Toronto office and has many years of experience in employee benefits consulting in Canada and the U.K. Mr. McNeill leads strategic planning initiatives for retirement services and products and provides consulting services to multi-employer, corporate, and public sector pension plans. His expertise includes plan design, funding, asset/liability studies, administration, documentation, communications and governance initiatives.
Prior to joining Segal Canada, Mr. McNeill was the retirement leader for a large actuarial and benefits consulting firm, where he was responsible for creating and managing a global retirement team and implementing a global strategy. Before that, Mr. McNeill was CEO for the consulting firm in Canada, where he was responsible for the entire Canadian operation. He also served as a manager in the firm’s Manchester, England office. Mr. McNeill graduated with Honours from Glasgow University with a BSc in Mathematics. He is a Fellow of the Institute and Faculty of Actuaries in the U.K. and a Fellow of the Canadian Institute of Actuaries.
Senior Vice President and Consulting Actuary
Mr. Olsen is a Senior Vice President and Consulting Actuary in Segal’s Toronto office with over 20 years of experience in actuarial consulting. He joined Segal in 2002 as the firm’s Retirement Practice Leader in Canada. Mr. Olsen is an expert in the design, administration and valuation of pension plans. He serves as a Consulting Actuary and Client Relationship Manager for a number of large pension plan sponsors and leads Sibson’s Canadian team on defined benefit plan de-risking.
Mr. Olsen graduated with Honours from the University of Waterloo in Ontario in 1983, where he received a Descartes Scholarship. He became a Fellow of the Society of Actuaries in 1986 and a Fellow of the Canadian Institute of Actuaries in 1987.
Mr. Olsen participates in many professional activities of the Canadian Institute of Actuaries and the Society of Actuaries. In 2002, he received the Canadian Institute of Actuaries’ Award for Volunteer Service in recognition of his contribution to the actuarial profession in Canada. Mr. Olsen actively participates in the Multinational Group of Actuaries and Consultants (MGAC), where he has gained international recognition as a frequent speaker at their Global Pensions conference in the UK.
Vice President and Consulting Actuary
Mr. Rozek is a Vice President and Consulting Actuary in Western Canada based out of our Edmonton office. He has 16 years of actuarial consulting experience in Canada. Kevin serves as a Consulting Actuary and Client Relationship Manager for several of our Canadian pension and health clients including five MEPP’s and four Health Trusts located in Western Canada. In addition, he is the CRM for several union staff plans registered in Canada.
Mr. Rozek has specialized expertise in pension plan funding, pension plan conversions, Asset-Liability Management (ALM) and employee communication strategies. He recently helped a client with a defined contribution pension plan establish a new defined benefit plan for its employees.
Prior to joining Segal, Mr. Rozek spent 15 years consulting to pension clients across Canada. Former clients include many large and small Trusteed pension plans in Canada. He was a national leader for the development and implementation of customized online retirement solutions, which include retirement modelling tools, decisions making tools and total reward statements.
Mr. Rozek holds a Bachelor of Science degree with a major in Mathematics and minor in Chemistry from Thompson Rivers University.
He is a qualified actuary and holds Fellowship with both the Canadian Institute of Actuaries and the Society of Actuaries.
President, Segal Rogerscasey Canada
Mr. Tan is the President of Segal Rogerscasey Canada and is located in the Toronto office. He has nearly 20 years of experience in the investment industry. Mr. Tan’s responsibilities include investment consulting, portfolio management, investment research, investment product design and client advisory.
Mr. Tan works with a diverse clientele including corporate pension plans, endowments/foundations, private counsel operations, and wealth management programs for major financial institutions.
Prior to joining Segal Rogerscasey, Mr. Tan was Vice President, Manager Research and Portfolio Strategy, at TD Wealth Management. Previously, he was Managing Director, Investment Management, at CIBC Wealth where he was a member of the executive team and an officer of CIBC Asset Management Inc. Mr. Tan also served as the Chief Compliance Officer of CIBC Asset Management. Prior to that, he held a series of management positions at Merrill Lynch Investment Managers and SEI Investments.
Mr. Tan has a PhD in Operations Research from the University of Waterloo and an MBA from the MGD School of Business, McMaster University. He holds the Chartered Financial Analyst (CFA) designation, and is a registered Advisor – Portfolio Manager across Canada. Mr. Tan was a registered Commodity Trading Manager with OSC and also a representative with FINRA of United States (Series 7).
Vice President and Director of Research, Segal Rogerscasey Canada
Ms. Pabla is a Vice President and Director of Research in Segal Rogerscasey’s Toronto office. She has over 20 years of experience in the Canadian investment business. Ms. Pabla’s expertise includes investment research, investment product design, and investment consulting. She works with a diverse clientele including defined contribution (DC) pension plans, private counsel operations and wealth management programs for major financial institutions. Ms. Pabla also has experience in banking, mutual fund operations, and asset and financial management firms.
Prior to joining Segal Rogerscasey, Ms. Pabla was Director of Investment Research and Analysis in Investment Management Services for Manulife Financial in Toronto. Her responsibilities included providing research and oversight of investments for pension platform (DC plans) services. Prior to that, Ms. Pabla was the Director of Investment Management Services at CIBC Asset Management, Inc.
Ms. Pabla has a BA from the University of Alberta. She holds the Chartered Financial Analyst (CFA) designation and is registered as a Portfolio Manager across Canada.
